Executive Management
Charles D. Toepfer
Managing Director, CEO & Chairman
Mr. Toepfer has over 25 years of venture formation and entrepreneurial management experience in the development of environmental cleanup technologies and manufacturing. He also serves as CEO of Black Rabbit Consulting Inc., an affiliate of the Company, since 2019.
His international experience includes serving as a team member on projects with the US Department of Energy’s Oak Ridge and Argonne National Laboratories, licensed under MinAtom and VILS. He successfully managed and co-owned the Joarcam Pipeline System of Alberta until its sale to Plains All American Pipeline in 2012. Additionally, Mr. Toepfer has deep experience in China with government-owned commodity enterprises and was part of a private team funding Promstroybank of Russia. In Malaysia, he serves as an advisor for infrastructure projects. Mr. Toepfer earned an A.B. from Duke University.
Simon Lord
VP Field Operations & Director of Security
Mr. Lord brings over 25 years of experience leading teams in challenging environments, having lived and worked across Southeast Asia and the Middle East for over 15 years. He was previously employed by Unity Resources Group (URG), where he was responsible for field operations security for major multinational enterprises including CNOOC, BP, Microsoft, Starwood Group, and LVMH.
His consulting engagements have included threat assessments and policy implementation in Hong Kong, South Sudan, Indonesia, and Saudi Arabia. Mr. Lord is the founder and director of Leichtbau Performance Ltd (UK) and Saker Partners Consultancy LLC (UAE).
Myron J. Goins
CFO, Secretary & Director
Mr. Goins has been president and founder of TekHarbor, Ltd. Co. since 2000. He sits on the executive committees and boards of several private energy and technology companies. Formerly, he served as co-founder of Seruus Telecom Fund and held director roles at Spacehab/Astrotech, IWL Communications (now L3Harris), and private defense contractors.
Mr. Goins is a member of the AICPA and a registered commodity trading advisor with the National Futures Association. He studied liberal arts at Harding University, earned a B.B.A. from the University of Memphis, and an M.B.A. from Vanderbilt University.
